why do you have to be 21 to buy tabacco products online?

I really want to buy some dry nasal snuff. ive tried a few different times to do so online (its hard to buy in most areas from what i’ve tried) and you must be 21 in the US!
This is weird, considering you must be 18 to buy tabacco products in person (I think this is for the entire US, must you be 21 in some states to purchase tobacco?)
here is the notice i received from the website: “I HEREBY AFFIRM, UNDER THE PENALTIES OF PERJURY PURSUANT TO 28 U.S.C & 1746 THAT I AM 21 YEARS OF AGE OR OLDER

why is that legal requirement in place???
Either way, I only have another month before I can legally buy what I want online.
